Producer Licensing Uniformity (D) Working Group

2026 Charges

  1. The Producer Licensing Uniformity (D) Working Group will:
    1. Work closely with state producer licensing directors and exam vendors to ensure that: 1) the states achieve full compliance with the standards in order to achieve greater uniformity; and 2) the exams test the qualifications for an entry-level position as a producer.  
    2. Provide oversight and ongoing updates to the State Licensing Handbook, as needed.
    3. Monitor and assess the state implementation of the Uniform Licensing Standards (ULS), and update the standards, as needed.  
    4. Review and update the Âé¶¹´«Ã½â€™s uniform producer licensing applications and uniform appointment form, as needed. Provide any recommended updates to the Producer Licensing (D) Task Force by the Âé¶¹´«Ã½ Summer National Meeting.

The Working Group has scheduled monthly conference calls throughout the year to take place on Tuesdays at 1:00pm CST.

The agenda and any materials will be posted on the Working Group webpage prior to the meeting.

UNIFORM LICENSING STANDARDS

The Working Group has requested state updates to the Uniform Licensing Standards Compliance Charts.  

The ULS charts were last updated in 2017. To confirm we have the correct information; we are asking each state to review the ULS Checklist and provide their responses. 

For any non-compliance areas please indicate whether it is due to a regulation/rule or a department process. In addition, if there is any legislation pending please update the chart with that information.

*As of March 1, 2026 we have 43 state responses.

We are still working to collect all state responses. Please send your responses back to me at Gwelker@naic.org

 

Âé¶¹´«Ã½ STATE LICENSING HANDBOOK REVIEW 

The Producer Licensing Uniformity (D) Working Group has been given the charge to:  Provide oversight and ongoing updates to the State Licensing Handbook, as needed.

In 2025, the Working Group began reviewing the State Licensing Handbook. It was determined that 17 of the 30 chapters needed to be opened and revised.  To date we have reviewed and completed revisions on 9 chapters.

For 2026, the Working Group will begin with reviewing Chapter 12 - Business Entities. The Working Group will begin discussing comments/suggestions on Chapter 12 during the Working Group March 17, 2026 WebEx Conference Call. 

Please review Chapter 12 and provide your suggestions/comments by Monday, March 16, 2026, to Gwelker@naic.org.
